Rose won’t be coming back. It’ll be a brief mention, a footnote of history on the war or some general reference to previous companions.
If she actually physically returned it would mess up the current dynamic too much. We’ve got Amy, Rory and River’s story to resolve. Rose isn’t going to get a sniff of plot.
